Absentee owner surcharge: 4%
Absentee owners, generally individuals who do not ordinarily reside in Australia, pay a 4% surcharge on top of standard land tax with no threshold. Victoria's $50,000 general threshold is already the lowest in the country.
Victoria assesses land owned at midnight on 31 December the year before. Trusts face a $25,000 threshold.

What is the Victorian land tax threshold?
Land tax starts at just $50,000 of taxable value, the lowest threshold in Australia, with a $275 flat charge kicking in immediately. Trusts are assessed from $25,000. Most landlords with a single Melbourne property now cross the threshold.
When does Victoria assess land tax?
Ownership is assessed at midnight on 31 December each year, so holdings bought or sold during the year do not affect that year's assessment. Notices arrive early in the new year.
What is the absentee owner surcharge?
Absentee owners pay an extra 4% land tax surcharge with no threshold at all. An individual who moves overseas while keeping their Victorian rental typically becomes an absentee owner and should expect a materially larger assessment.
